Why is the fence still there?

The research describes a gap between agreeing on protection and agreeing on the permanent design and how to build it.

THE SHORT VERSION

Pasadena chose a physical barrier in 2018. The years that followed did not produce an approved permanent design in the records reviewed for this account.

The temporary fence stayed while designs went through mockups, commission reviews, public input, a change of consultant, and further study. Construction also required funding separate from the design budget.

The record contains both practical delays and repeated reconsideration of alternatives. It does not support treating every delay as the same, or assigning one motive to everyone involved.
